Our History
Mbalashi C. and Associates was founded in 2003 when it was first established under the name and style Hill and Associates. The law firm is based in Lusaka, the capital city of Zambia and is currently located in an easily accessible and serene environment, off Makishi Road, on the northern side of the Great East Road in Northmead.

LL.B (UNZA), LL.M (Harvard)
A veteran of the Zambian Bar with over 40 years of experience, Chilufya is the former Deputy Governor (Administration) of the Bank of Zambia, where she played a pivotal role in the liberalisation of Zambia’s financial sector. Her expertise includes negotiating sovereign debt cancellations and drafting key national legislation, such as the Workers’ Compensation (Amendment) Bill. She provides the firm with unparalleled insight into corporate law, banking, and financial regulation.

Eness Chiyenge
LL.B (UNZA)
With over 40 years in practice, Eness is a renowned expert in public governance and legislative drafting. She led the research team for the historic Mung’omba Constitution Review Commission and has been instrumental in reforms to the National Assembly Standing Orders. Her career in the Civil Service and private practice brings deep regulatory and policy insight to our client advisory services.

Lombe Mbalashi
LL.B (UNZA), LL.M (Commercial & Corporate Law)
Lombe is a highly accomplished legal executive with over two decades of progressive experience in corporate, commercial, mining, and sports law. He brings extensive expertise in high-value and complex matters which extends to mining law, energy sector regulations and capital markets with a focus on mergers and acquisitions, stock exchange listings, international arbitration, commercial transactions, contract negotiations, and regulatory liaison. An Advocate of both the High Court and Supreme Court of Zambia, Lombe holds Bachelor and Master of Laws degrees, specialising in Corporate and Commercial Law. He is an active member of the Law Association of Zambia, the International Bar Association, and the Chartered Institute of Arbitrators and also an accredited insolvency practitioner. Prior to joining the firm, Lombe served as General Counsel for ZCCM Investments Holdings PLC where he oversaw and participated in critical transactions of national and international importance and is recognised for his strategic insight, meticulous legal drafting, and ability to navigate intricate legal, technical, and financial landscapes. Lombe is a pivotal force in advancing governance excellence and is committed to fostering transparent, compliant, and sustainable business practices that meet the highest national and international standards.

Friday Eliya Mulenga Jr.
LL.B (UNZA), LL.M (Commercial – UNZA)
Friday is a commercial litigation and arbitration specialist with experience in mining disputes, tax, procurement, and energy law. He has represented clients before all superior courts in Zambia, providing strategic advice and advocacy in complex commercial matters. He is also conversant with criminal law and has defended clients in high-profile cases, making him particularly valuable to corporations facing tax-related offences, NAPSA prosecutions, and other regulatory compliance issues. Currently pursuing an LL.M in Mineral Resource Extraction and Mining at the University of Lusaka, Friday is continuously enhancing his expertise to better serve clients in Zambia’s evolving legal and fiscal landscape.
